According to the Indian Aircraft Act-1934 and Aircraft Rules-1937 passed by the Indian parliament and rules thereon, all MROS must be approved by the regulatory body of civil aviation, which is the Directorate General of Civil Aviation, Government of India, in accordance with CAR-145 regulations. Similarly, international MROS must comply with the regulations issued by the respective regulatory bodies of their specific countries.
Once an aircraft is registered in India, it is mandatory for aircraft belonging to airlines, scheduled operators, non-scheduled operators, private jets, business jets, aircraft owned by PSU, state government-owned aircraft, and aircraft owned by individuals to be maintained in Maintenance Repair & Overhauling Organizations (MROS) approved by the Directorate General of Civil Aviation (DGCA), Government of India under CAR-145 regulation.
Maintenance experience refers to the experience gained by aspiring candidates or individuals while working in the actual maintenance of aircraft, components, or systems in a controlled environment. An applicant for the AME licence must have completed a prescribed period of aircraft maintenance experience. This experience is gained in accordance with the rules framed by the respective regulatory bodies of a particular country in accordance with international standards specified by the International Civil Aviation Organization (ICAO) for maintaining aircraft, components, or systems. It is acquired under the supervision of a qualified person.
Candidates must gain practical maintenance experience on aircraft. The exact number of hours or years of experience required by DGCA under CAR-66 can vary depending on the category and sub-category of aircraft. This experience is usually obtained by working under the supervision of a licensed AME in DGCA approved CAR 145 Maintenance Repair & Overhauling Organisation (MROs).
This maintenance experience is only recognized when gained in a specified controlled environment under DGCA CAR-145 approved organizations (MRO) and under the supervision of qualified AMES. In short, maintenance experience obtained under a CAR-145 (MRO) organization is crucial for the issuance of an AME license.
